Why these pages differ from every other list

Most summaries flatten the one thing that decides a job: what "system size" means. It is not the same number twice. Pennsylvania measures in volt-amps. Mississippi counts the panels rather than the inverter. Hawaii takes the smaller of the two. Thirteen jurisdictions publish a threshold and never say which. Each page below states the basis its own rule uses, in that rule's words.
