Solar and battery interconnection rules in Pennsylvania

Pennsylvania interconnection standards (52 Pa. Code Chapter 75). Every threshold below was read out of the document linked at the bottom of this page, and the same rules answer the free screening check.

Who this binds: investor owned utilities. A utility outside that list sets its own terms, so confirm who serves the address first.

How the size is measured

electric nameplate capacity: the net maximum or net instantaneous peak electric output capacity measured in volt-amps of the facility, the inverter, or the aggregated capacity of multiple inverters. Pennsylvania is the only state read that measures in volt-amps rather than watts, so the inverter kVA rating governs and not the kW AC rating or the array DC rating.

Size bands and what each one obliges

Level 1 Size 0 to 10 kW

An inverter based facility with an electric nameplate capacity of 10 kVA or less using certified equipment. The fee is $100. Pennsylvania bars a utility from requiring additional equipment or insurance unless specifically authorized by the chapter or by Commission order.

Level 2 Size 10.001 to 2000 kW

An inverter based facility with an electric nameplate capacity rating of 2 MVA or less using certified equipment on a radial circuit. The fee is a base of $250 plus $1 per kVA plus the cost of any minor modifications.

Level 3 Size 2000.001 to 5000 kW

Facilities not qualifying under the lower levels, up to the 5 MVA chapter ceiling. The fee is a base of $350 plus $2 per kVA plus feasibility, system impact and facilities study costs.

The screens that decide it

Ask the utility this, before you sell it

  1. What is the inverter volt-amp rating for this system? Pennsylvania measures in volt-amps, which is not always the same number as the kilowatt rating, and it is the governing figure here.
  2. Is there a percentage of annual consumption limit on this application? A 110 percent figure is widely repeated for Pennsylvania but does not appear in the published net metering section, so it must be confirmed rather than assumed.
  3. Is this address served by a rural electric cooperative or a borough system? Neither is an electric distribution company under the Public Utility Code and the chapter does not reach them.

Worth knowing before you quote

Pennsylvania bars a utility from requiring additional equipment or insurance beyond what the chapter or a Commission order authorizes, and the chapter contains no insurance table, so the published answer for an ordinary residential system is no insurance. The fee amounts sit in a policy statement chapter rather than a binding regulation, which is worth flagging to a customer. Level 4 is Pennsylvania non export lane, available to customers who do not export beyond the point of common coupling, the only state read that gives non export its own named review level. The technical standard floats to the current edition of IEEE 1547 and UL 1741 as amended, so the 2018 revision applies by operation of that language. No statewide aggregate net metering cap is published.

Read and recorded 2026-09-12. Binds electric distribution companies, which takes the public utility meaning under the Public Utility Code. Pennsylvania cooperatives, of which there are thirteen, and the roughly thirty five borough systems are excluded by that definition rather than by an express exemption clause in the chapter.
