How the size is measured

net metering nameplate direct current capacity of the aggregated facilities at the customer premises. Mississippi is the only southeastern state that sizes net metering eligibility on the direct current array rating rather than the inverter, so the panels decide whether the customer qualifies. The separate interconnection tier definition is stated as manufacturer maximum rated output without naming alternating or direct current, so the two tests in the same rule may not use the same number.

Size bands and what each one obliges

Level 1 Size 0 to 20 kW

An inverter based facility of 20 kW or less using certified equipment. A utility may not charge any application or other fee for a Level 1 review, the cheapest small application found in the southeastern states. The application form states the customer is not required to obtain general liability insurance coverage, and no external isolation device is required at this level.

Level 2 Size 20.001 to 2000 kW

A nameplate capacity of 2 MW or less with certified equipment where aggregate generation on the circuit including this facility is 2 MW or less. Fees may reach $50 plus $1 per kilowatt plus the reasonable cost of minor modifications, with engineering at no more than $100 per hour. An external isolation device is required.

Level 3 Size 2000.001 kW and above

Review by customer election or where the lower levels do not apply. Fees may reach $100 plus $2 per kilowatt plus actual time on impact or facilities studies at no more than $100 per hour.

The screens that decide it

Ask the utility this, before you sell it

  1. Is the residential net metering limit 10 kW or 20 kW of direct current capacity for this application? The published rule and a 2022 order sequence disagree and the Commission clean posting is an unreadable scan.
  2. How much of the aggregate cap remains? Mississippi allows a utility to refuse additional net metering requests once total net metering direct current capacity exceeds three percent of its peak demand recorded during the prior calendar year, and one version narrows the denominator to distribution system peak, which would make the cap smaller.
  3. Confirm the direct current array rating you will use to size this customer. Mississippi counts the panels, not the inverter, so a system that qualifies in the Carolinas may not qualify here.

Worth knowing before you quote

Mississippi publishes no insurance amounts at Level 2 or Level 3 and affirmatively disclaims a Level 1 requirement in the rule own form, which is the clearest statement of no insurance found in the region. It publishes no storage provision, no export limiting and no non export operating mode. Fees must be published on each utility website.
