How the size is measured

the aggregate nameplate rating in kW AC at the site. Connecticut states the residential threshold as 20 kW AC and the incentive program measures the inverter nameplate capacity in kW AC, with no DC conversion factor anywhere.

Size bands and what each one obliges

Residential single phase, 20 kW AC or less Size 0 to 20 kW

Certified inverter based residential single phase interconnection at an aggregate nameplate rating of 20 kW AC or less. The application fee is $200 and no insurance is required at all. Approval follows within 10 business days.

Fast track Size 20.001 to 2000 kW

Up to two megawatts where the technical screens pass, or a certified system of 25 kW or less that failed the small system screen. The application fee is $500 and study costs are actual cost. Insurance is $300,000 at or below 100 kW and $1,000,000 above 100 kW to 1 MW.

Study process Size 2000.001 to 20000 kW

Larger than two megawatts, or two megawatts or less and uncertified, or certified but failed fast track. The application fee is $1,000 and study costs are actual cost. Insurance is $2,000,000 above 1 MW to 5 MW and $5,000,000 above 5 MW to 20 MW.

The screens that decide it

Ask the utility this, before you sell it

  1. Does this project include a battery? Connecticut counts additional AC capacity attributed to a storage system toward the interconnection application level even though it does not count toward the 25 kW AC incentive cap, so a 20 kW solar plus 10 kW battery job leaves the cheap residential lane and pays $500 instead of $200.
  2. A certified three phase system of about 22 kW falls between the residential guideline, which covers single phase at 20 kW AC, and the fast track guideline, which excludes inverter projects of 25 kW and less. Which process applies?
  3. What is this customer highest annual consumption over the past five years? The incentive program limits expected annual production to that figure plus five percent, plus an allowance for planned electric vehicles and a whole home heat pump.

Worth knowing before you quote

Connecticut requires no insurance at all for a residential system of 20 kW AC or less, which is stated plainly in the guidelines. Legacy net metering closed to applications submitted on or after 1 January 2022 and new customers take the Residential Renewable Energy Solutions tariff, which is rate set to a deployment target of 50 to 60 megawatts a year rather than a hard capacity cap. Connecticut uses 87.5 percent as the short circuit interrupting capability limit where Massachusetts uses 85 percent. The summary insurance table in the published fast track guideline is misaligned by one row in the source document; the prose governs.

Read and recorded 2026-09-12. Issued jointly by Eversource and The United Illuminating Company and approved by the Public Utilities Regulatory Authority, so they are statewide uniform in substance. Connecticut municipal utilities are excluded by statutory definition: an electric distribution company does not include a municipal electric utility other than a participating one, so Wallingford, Norwich, Groton, South Norwalk and Jewett City are outside these guidelines.
