Solar and battery interconnection rules in Iowa

How the size is measured

nameplate capacity: the maximum rated output of a generator, prime mover or other electric power production equipment under specific conditions designated by the manufacturer, usually indicated on a nameplate physically attached to the equipment. Iowa states its thresholds in kilovolt-amps.

Size bands and what each one obliges

Level 1 Size 0 to 20 kW

An inverter based facility with a nameplate capacity rating of 20 kVA or less using lab certified equipment, where the utility is not required to construct facilities to accommodate it. If the utility must build anything the project is not Level 1 regardless of size. The application fee is $125, plus up to $125 more if the utility performs a witness test.

Level 2 Size 20.001 to 3000 kW

Up to 2 MVA for non inverter based systems, and for inverter based systems 500 kVA below 5 kV and 2 to 3 MVA from 5 to 15 kV depending on distance from the substation. The fee is $250 plus $1 per kVA, plus up to $125 for a witness test.

Level 3 Size 3000.001 to 10000 kW

Facilities not meeting the lower levels, including where the equipment is not lab certified. The fee is $500 plus $2 per kVA.

Level 4 Size 10000.001 kW and above

Above ten megavolt amps the process starts at Level 4 and is modified as needed by mutual agreement, with dispute resolution if agreement fails. The fee is $1,000 plus $2 per kVA.

The screens that decide it

Ask the utility this, before you sell it

  1. Will any utility construction be required to accommodate this system? In Iowa that alone removes a project from Level 1 regardless of how small it is.
  2. Is this address served by a municipal utility or a rural electric cooperative? Neither is rate regulated and the chapter does not reach them, which covers a large share of Iowa.
  3. What net metering does your pilot tariff offer? Iowa net metering is not statutory; it exists in Commission ordered pilot tariffs for the two rate regulated utilities, under which the per project limit was raised from 500 kW to 1 MW.

Worth knowing before you quote

Iowa publishes no insurance requirement at any level. The word insurance appears nowhere in the whole of Chapter 45, confirmed by counting rather than inferred. Iowa also publishes no storage or export limiting provision, which with Indiana makes these the two states in the region whose rules do not contemplate a battery. Level 1 completeness is seven business days with ten business days for the applicant to cure or the request is deemed withdrawn, and the screens are verified within fifteen business days.

Read and recorded 2026-09-12. Binds only electric utilities subject to rate regulation by the Iowa Utilities Commission, which in practice means MidAmerican Energy and Interstate Power and Light. Iowa municipal utilities and rural electric cooperatives are not rate regulated and are outside the chapter entirely, and a large share of Iowa territory is served by them. This is the most restricted scope in the region.
