Solar and battery interconnection rules in New York

New York Standardized Interconnection Requirements. Every threshold below was read out of the document linked at the bottom of this page, and the same rules answer the free screening check.

Who this binds: investor owned utilities. A utility outside that list sets its own terms, so confirm who serves the address first.

How the size is measured

the alternating current generator nameplate rating, aggregated on the customer side of the point of common coupling. For a storage system it is the AC inverter or converter nameplate rating, also aggregated at the point of common coupling. For a hybrid project the governing figure is the sum of the AC nameplate ratings of all generation and all storage.

Size bands and what each one obliges

50 kW or less Size 0 to 50 kW

No application fee is required. No liability insurance tier is stated below 300 kW AC. Completeness and approval are determined within 10 business days and a formal acceptance letter follows within 5 business days of a successful test.

An inverter based system in this band may follow the expedited process provided the inverter is certified and tested to the current revision of UL 1741 including supplement B. No insurance tier is stated below 300 kW AC.

Above 300 kW up to 5 MW Size 300.001 to 5000 kW

Liability insurance of $1,000,000 per occurrence and in the aggregate applies from 300 kW AC to 1 MW AC, rising to $2,000,000 per occurrence and $5,000,000 aggregate above 1 MW AC. Preliminary screening completes within 15 business days and a coordinated electric system interconnection review within 60 business days of the required information.

The screens that decide it

Ask the utility this, before you sell it

  1. What is the application fee for a system above 50 kW? The state requirements reference an application fee repeatedly but never set an amount; it lives in each utility tariff.
  2. Do you have twelve months of daytime minimum load data for this line section? That decides whether the minimum load test or the 15 percent peak load fallback applies.
  3. Is this address served by Long Island Power Authority, a municipal system or a cooperative? The state requirements say nothing about which utilities they bind, and Long Island publishes its own separate procedures.
  4. Is this customer on net metering or the value stack, and what is the current compensation?

Worth knowing before you quote

New York publishes an optional pre application report for a non refundable $750, credited toward the application fee if a formal application follows within 15 business days. Supplemental screening is $2,500 non refundable with actual costs billable to a $5,000 maximum. A storage protection and control review is calculated as $500 plus $4 per kW capped at $3,000. For a net metered system the utility side equipment cost is capped, at $350 for solar of 25 kW or less and $750 for wind of 25 kW or less. There is no separate permission to operate step: parallel operation may begin on satisfactory completion of the verification tests.

Read and recorded 2026-09-12. The requirements document itself contains no statement about which utilities it binds. It refers throughout only to the utility, and reading the whole document found no mention of municipal systems, cooperatives, the Long Island Power Authority or the New York Power Authority. Coverage of those utilities is therefore unknown rather than excluded, and Long Island runs its own separate small generator procedures.
