Solar and battery interconnection rules in Minnesota

Size bands and what each one obliges

Simplified process Size 0 to 20 kW

A certified inverter based resource no larger than 20 kW AC. The processing fee is up to $100, plus an interconnection ombudsperson surcharge set annually by the Commission whose amount is not published in the process document. Liability insurance is $300,000 at or below 40 kWac, from an agency rated B plus or better, with the utility named an additional insured.

Fast track Size 20.001 to 5000 kW

Eligibility by line voltage, from 500 kW below 5 kV to 5 MW at 30 to 69 kV within 2.5 circuit miles of a substation on a mainline. All synchronous and induction machines must be no larger than 2 MW. The fee is up to $100 plus $1 per kW certified or $2 per kW uncertified. Insurance is $1,000,000 above 40 kWac to 250 kWac and $2,000,000 above that to 5 MWac.

Study process Size 5000.001 to 10000 kW

Everything not eligible for the smaller processes, up to 10 MW at the distribution level. The processing fee is a down payment of up to $1,000 plus $2.00 per kW toward the study deposit. Insurance is $3,000,000 above 5 MWac to 10 MWac.

The screens that decide it

Ask the utility this, before you sell it

  1. What is this customer on site annual electric energy consumption in kilowatt hours? For solar, Minnesota limits total generation system annual energy production in alternating current to 120 percent of it. That is an energy test rather than a capacity test, which is different from the capacity based 120 percent used in Ohio.
  2. What is the current interconnection ombudsperson surcharge? The process document requires it but does not state the amount.
  3. Is this address served by a cooperative that has elected to regulate itself, or by a municipal utility? Either may run a modified process rather than this one.
  4. Has this utility petitioned the Commission to limit cumulative net metered generation? The four percent of annual retail sales threshold is permissive and requires a utility showing rather than taking effect automatically.

Worth knowing before you quote

Minnesota publishes the fullest insurance schedule of the region, starting at $300,000 for a system of 40 kWac or less, with the utility named additional insured and twenty business days written notice before cancellation. A uniform statewide contract replaces the standard agreement for certified equipment of 20 kWac or less where no system modifications are required. The application collects an explicit limited export field and asks whether storage recharging is limited by time of day or to after an outage.

Read and recorded 2026-09-12. The net metering statute applies to all Minnesota electric utilities including cooperative associations and municipal utilities at the forty kilowatt tier, but a cooperative board may elect by resolution to assume the Commission authority over its own members, becoming its own regulator. For interconnection, municipals and cooperatives must adopt a tariff addressing the issues in the Commission order rather than adopting the process verbatim, so a Minnesota cooperative or municipal should not be assumed to run this process unmodified.
