How the size is measured

kilowatts alternating current. Kansas separates export capacity from generating capacity: the export limit is 150 kilowatts alternating current for systems on or after 1 July 2014, and from 1 January 2026 the generating capacity approved by the utility may not exceed the export capacity by more than fifty percent.

Size bands and what each one obliges

Systems on or after 1 July 2014 may export up to 150 kilowatts alternating current. The size is set by a formula rather than a flat allowance: divide historic consumption in kilowatt hours over the previous twelve months by 8,760, then divide by a capacity factor of 0.144. Where no history exists, historic consumption is taken as 7.15 kilowatt hours per square foot of conditioned space.

Generating capacity above export, to 1.5 times export Size 150.001 to 225 kW

From 1 January 2026 the generating capacity approved by the utility may not exceed the export capacity by more than fifty percent, which puts the implied generating ceiling at 225 kilowatts alternating current against a 150 kilowatt export limit.

  1. What is this customer historic consumption in kilowatt hours for the previous twelve months? Kansas sizes the system by dividing that by 8,760 and then by a capacity factor of 0.144, so the cap is a computed number rather than a percentage. Where there is no history, use 7.15 kilowatt hours per square foot of conditioned space.
  2. How much of the aggregate cap remains? It rose to two percent of previous year peak demand from 1 July 2024, three percent from 2025 and four percent from 2026, and from 1 July 2027 it becomes five percent of the historic highest annual peak demand since 2014, which changes the denominator.
  3. What are the application fee, insurance requirement and review timeline in your tariff? The Commission regulations set none of these, so they exist only in each utility filed tariff, and the regulation requires that tariff to state whether a utility controlled lockable manual disconnect switch on the line side of the meter is required.
  4. Is this address served by a cooperative or a municipal provider? Neither is required to offer net metering, but every Kansas utility must offer parallel generation under the separate statute, which carries 25 kilowatt residential and 200 kilowatt commercial limits and pays 150 percent of avoided cost.

Worth knowing before you quote

Kansas is the most mechanically screenable state of the region because the sizing rule is an arithmetic formula with published constants rather than a percentage. The Commission regulations at K.A.R. 82-17-1 through 82-17-5 were read in full and contain no application fee, no insurance requirement and no day count of any kind, confirmed by counting occurrences rather than inferred: the words insurance and fee, any dollar figure, and any reference to days all appear zero times. Every one of those terms is delegated to the utility filed tariff instead, and the regulation lists what that tariff must cover, including the sizing criteria to fit expected load and whether a utility controlled lockable manual disconnect is required. The regulation also confirms the measurement basis indirectly, because the interconnection application must record the facility AC power rating. Kansas adopts IEEE 1547 as published in 2003, IEEE 1547.1 as published in 2005 and UL 1741 as published in 2010, editions old enough that a modern UL 1741 supplement B inverter is not literally named. Harmonics, voltage fluctuation or other disruptive problems attributable to the facility are corrected at the customer expense, with a written estimate required first. Renewable energy credits may not be created or sold from a net metered facility the utility uses for renewable standard compliance. The statute has a drafting gap, using the term affected utility without defining it. The utility must provide a bidirectional meter at no charge but may charge for additional metering or distribution equipment, and must disclose the availability of the program to each customer annually.

Read and recorded 2026-09-12. Kansas runs two regimes with different scope and a customer can sit in only one of them. Net metering is required of the two investor owned utilities only; cooperatives and municipal providers are not mandated to offer it, though many have chosen to. Parallel generation under the separate 1979 statute must be offered by every Kansas utility, investor owned, cooperative and municipal alike.
