Solar and battery interconnection rules in Missouri

How the size is measured: not published

The published limits here are stated in kilowatts without saying whether that is the inverter rating in alternating current or the array rating in direct current. On a system near a threshold that decides which band it lands in, so the checker asks the question rather than choosing an answer.

Size bands and what each one obliges

10 kW or less Size 0 to 10 kW

Customer generator systems of ten kilowatts or less are not required to carry liability insurance. Review and response is within thirty days of receipt. No application or interconnection fee may be charged.

Above 10 kW to 100 kW Size 10.001 to 100 kW

Systems greater than ten kilowatts must carry no less than one hundred thousand dollars of liability insurance covering personal injury and property damage arising from operation of the net metering unit, which may be an existing policy or an endorsement on one. Review and response is within ninety days.

The screens that decide it

Ask the utility this, before you sell it

  1. How much of the one percent annual cap has been approved this calendar year? Missouri lets a supplier decline further interconnection once approvals already granted in the current calendar year reach one percent of its single hour peak load from the previous year. That annual cap binds long before the five percent lifetime cap and is the constraint most likely to stop a Missouri job.
  2. Is the capacity measured in alternating or direct current? Neither the statute nor the rule says.
  3. What metering equipment cost will be charged? Missouri bars standby, capacity, interconnection and other fees but allows recovery of metering and added distribution equipment cost, recoverable over up to twelve billing cycles.
  4. For a system above 100 kilowatts, what interconnection process applies? Missouri publishes no statewide standard above the net metering ceiling.

Worth knowing before you quote

Missouri publishes its fee position as a prohibition: the supplier may not charge any additional standby, capacity, interconnection or other fee beyond normal customer charges, except metering equipment costs. It publishes no technical screens at all, no fast track or study structure, and no storage or export limiting provision. The rule cites IEEE 1547a-2014, UL 1703-2002 and UL 1741-2010, editions old enough that a modern UL 1741 supplement B inverter is not literally named.

Missouri Net Metering and Easy Connection Act, Section 386.890 RSMo, implemented by 20 CSR 4240-20.065

Read and recorded 2026-09-12. The statute reaches municipally owned utilities, Commission regulated electrical corporations and rural electric cooperatives alike, but the implementing rule, including its insurance requirement, binds only the investor owned utilities. So a Missouri municipal or cooperative customer has the statutory net metering right without the rule procedural detail. Missouri publishes no interconnection standard at all above 100 kilowatts, which was confirmed by searching the whole of the relevant rule division.
