Solar and battery interconnection rules in New Mexico

How the size is measured

rated capacity: the total AC nameplate rating of the power conversion units at the point of common coupling. New Mexico also defines nameplate rating, the sum of manufacturer maximum rated output regardless of limiting, and export capacity, which is the nameplate rating or a lower limited amount. Tier eligibility turns on nameplate rating while the review screens use export capacity.

Size bands and what each one obliges

Simplified Size 0 to 25 kW

A certified inverter based facility whose nameplate rating does not exceed 50 kW and whose export capacity does not exceed 25 kW. Both tests must pass. The screen places this tier at 25 kW because a system with no stated export limit exports everything it makes; a deliberately export limited design may reach the higher nameplate allowance. The application fee is $150 at 25 kW or less.

Fast track Size 25.001 to 5000 kW

Up to 5 MW nameplate, with eligibility set by line voltage and distance from the substation. The fee is $300 between 25 and 100 kW, and $300 plus $1 per kW above 100 kW.

Detailed study Size 5000.001 to 10000 kW

Up to 10 MW rated capacity where the smaller processes do not apply. Above 10 MW the case specific rule at 17.9.569 governs instead.

The screens that decide it

Ask the utility this, before you sell it

  1. What is the line voltage at this address, is this a mainline, and is the site within 2.5 miles of the substation? New Mexico fast track eligibility turns on all three.
  2. What is the relevant minimum load on this circuit? The screen is 100 percent of it and only the utility holds the figure.
  3. For a small utility, what consultant review costs will be charged above 10 kW? The rule permits recovery of reasonable consultant costs.

Worth knowing before you quote

New Mexico separates three quantities and a screening tool needs all of them: nameplate rating for tier eligibility, export capacity for the screens, and rated capacity as the AC figure at the point of common coupling. It also requires physical relabeling where a system is derated, by nameplate replacement or a supplemental adhesive derating tag. A non export facility pays $150 below 100 kW and $300 above it. The net metering tariff rule at 17.9.570 was not read, so any aggregate cap there is unknown.
