Solar and battery interconnection rules in Arizona

Arizona interconnection of generating facilities (Article 26). Every threshold below was read out of the document linked at the bottom of this page, and the same rules answer the free screening check.

Who this binds: investor owned utilities, electric cooperatives. A utility outside that list sets its own terms, so confirm who serves the address first.

How the size is measured

maximum capacity: the nameplate AC capacity of the generating facility, or, where the operating characteristics limit the power transferred across the point of interconnection, only the power actually transferred, not counting inadvertent export.

Size bands and what each one obliges

Level 1 Super Fast Track Size 0 to 20 kW

An inverter based facility of 20 kW or less using certified equipment. Arizona prohibits a utility from requiring general liability insurance as a condition of interconnection, except where the utility holds Rural Utilities Service financing.

Level 2 Fast Track Size 20.001 to 2000 kW

A facility below 2 MW that does not take the Super Fast Track. Arizona publishes no dollar fee at the state level; every fee provision is conditional on a Commission approved tariff for that utility.

Level 3 Study Track Size 2000.001 kW and above

At 2 MW or above, or where the smaller tracks are not met. A feasibility study must be completed within 45 calendar days.

Ask the utility this, before you sell it

  1. Is this address served by Salt River Project or another municipal utility? If so, none of this article applies and the utility sets its own terms.
  2. For a cooperative, has an interconnection manual been approved that replaces the published timelines? Article 26 lets an approved manual substitute for them.
  3. Is this utility financed by the Rural Utilities Service? That is the only case in which Arizona permits a liability insurance requirement.
  4. Is there a Commission approved tariff fee for this application? Arizona publishes no fee amounts in the rule itself.
  5. What is the customer total connected load? Net metering sizes the system at 125 percent of it, or at the service drop capacity where load data is unavailable.

Worth knowing before you quote

Arizona prohibits liability insurance as an interconnection condition except at a Rural Utilities Service financed utility, which in practice means several of the cooperatives may require it and the investor owned utilities may not. The system may not exceed the capacity of the existing electrical service unless an upgrade is requested at the same time. An approved application lapses if the facility is not interconnected within 180 calendar days. Review is 14 calendar days for Level 1, 21 for Level 2 and 30 for Level 3.

Read and recorded 2026-09-12. Binds utilities that are public service corporations under the Arizona Constitution, which captures investor owned utilities and electric cooperatives. Municipal and political subdivision utilities are outside it, so Salt River Project, which serves much of metropolitan Phoenix, is not bound by this article at all.
