Solar and battery interconnection rules in Delaware

Delaware net metering (Delmarva). Every threshold below was read out of the document linked at the bottom of this page, and the same rules answer the free screening check.

How the size is measured: not published

The published limits here are stated in kilowatts without saying whether that is the inverter rating in alternating current or the array rating in direct current. On a system near a threshold that decides which band it lands in, so the checker asks the question rather than choosing an answer.

Size bands and what each one obliges

Residential, up to 25 kW Size 0 to 25 kW

Not more than 25 kW per Delmarva meter for a residential customer. A residential customer may not be charged more than $200 toward the cost of a new, replacement or modified meter.

Farm, up to 150 kW Size 25.001 to 150 kW

Not more than 150 kW per Delmarva meter for a farm customer.

Not more than 2 MW per Delmarva meter for a non residential customer. At a Delaware cooperative or municipal utility the equivalent ceiling is 500 kW, not 2 MW.

The screens that decide it

Ask the utility this, before you sell it

  1. What is this customer expected aggregate consumption, averaged over the two previous twelve month periods of actual usage? Delaware sizes the system at no more than 110 percent of it, and for new construction estimates consumption at 110 percent of comparable units.
  2. What are the interconnection review levels, screens, fees and timelines in your tariff? Section 3012 sets none of these and directs each supplier to build its interconnection rules on the Interstate Renewable Energy Council model rules.
  3. How much of the 8 percent aggregate cap remains? Once total net metered capacity in megawatts alternating current exceeds 8 percent of the capacity needed to meet the average Delaware transmission peak over the preceding three years, the utility may elect not to serve additional customers.

Worth knowing before you quote

Delaware publishes no interconnection review levels, no screens, no application fees, no study deposits and no timelines in its net metering rule, all confirmed by reading it: the rule delegates interconnection to the supplier tariff. It does prohibit excess: a supplier may not require a compliant customer to install excessive controls, perform or pay for unnecessary tests, or purchase excessive liability insurance, with no dollar figure given. Storage and non export are not addressed. The four level Delaware interconnection structure circulating in secondary sources could not be retrieved from the Delmarva tariff and is deliberately not recorded here.

Delaware Administrative Code Title 26 Section 3012, rules for regulation of net metering, with 26 Del. C. Section 1014

Read and recorded 2026-09-12. Net metering moved out of section 3001, whose net metering sections are now repealed, into 3012. These rules reach Delmarva customers only: every limit is stated per Delmarva meter. Delaware Electric Cooperative and the municipals promulgate their own rules under the statute, and their non residential ceiling is 500 kW rather than 2 MW.
