Solar and battery interconnection rules in Ohio

How the size is measured

export capacity: the maximum nameplate rating of the distributed energy resource in alternating current, except where that capacity is limited by the utility technical requirements. Ohio measures the tier on export rather than on installed nameplate.

Size bands and what each one obliges

Level 1 Size 0 to 25 kW

An export capacity of twenty five kilowatts or less using inverter based equipment certified to the applicable standards. The tariff fee may not exceed fifty dollars and may be waived. Review is within twenty one calendar days, or thirty for a hybrid facility.

Level 2 Size 25.001 to 3000 kW

Export capacity up to 500 kW on lines at or below 5 kV, 2 MW from 5 to 15 kV and 3 MW from 15 to 69 kV. The fee is up to one hundred dollars plus one dollar per kilowatt of export capacity. Initial review is within thirty calendar days.

  • Up to $100 plus $1 per kilowatt of export capacity
Level 3 Size 3000.001 kW and above

Facilities that do not qualify or failed the lower levels. The same fee applies with engineering billed at actual cost, and review runs up to three hundred sixty five calendar days.

The screens that decide it

Ask the utility this, before you sell it

  1. What are this customer requirements for electricity at the time of interconnection? Ohio caps the system at 120 percent of them, which is the most generous capacity based allowance in the region.
  2. What is the relevant minimum load on this line section?
  3. Is this address served by a municipal system or a cooperative? Neither is a Commission jurisdictional electric distribution utility.
  4. What is the maximum system size you will interconnect under this chapter? A twenty megawatt figure is widely repeated for Ohio but does not appear anywhere in the chapter as published, so it should not be assumed.

Worth knowing before you quote

Ohio publishes its insurance position as a prohibition, which is favorable to a customer: an interconnection agreement may not require additional liability insurance beyond proof of insurance or another suitable financial instrument sufficient to meet construction, operating and liability responsibilities under the tariff, and the utility may not steer the applicant to particular agents or brokers. Ohio publishes no aggregate program cap, so net metering is open. Hybrid facilities get a longer Level 1 clock at thirty calendar days against twenty one. A dedicated non export or limited export track is not published; export limiting appears only inside the export capacity definition.

Read and recorded 2026-09-12. Binds electric distribution utilities as defined in the Revised Code, the Commission jurisdictional investor owned class. Ohio municipal systems and cooperatives are outside Commission jurisdiction. The chapter contains no express applicability sentence naming or excluding them, so the exclusion follows from the definition rather than from a published carve-out.
