How the size is measured

the alternating current nameplate rating aggregated on the customer side of the point of common coupling, and for storage the AC inverter or converter nameplate rating. For a hybrid project it is the sum of the AC nameplate ratings of all generation and storage. Note that the net metering side of the LIPA tariff uses a different term, rated capacity, which the tariff never defines in AC or DC.

Size bands and what each one obliges

Expedited, 50 kW AC or less Size 0 to 50 kW

No application fee is required for systems of 50 kW or less. No general liability insurance is required. An optional pre application report costs $750, refunded against the application fee if the applicant applies within 15 business days of receiving it, and is delivered within 10 business days.

Expedited by exception, above 50 kW to 300 kW inverter based Size 50.001 to 300 kW

An inverter based system in this band may stay on the expedited path if it is certified to UL 1741 SB with the specified settings and PSEG Long Island approves. A non refundable $750 application fee applies above 50 kW. Completeness, eligibility and approval are determined within 10 business days.

Standard, above 300 kW to 5 MW Size 300.001 to 5000 kW

A coordinated electric system interconnection review is cost estimated per project, invoiced within 10 business days of election and payable within 10 business days, with a construction milestone of 30 percent of estimated construction costs. A secondary meter above 300 kVA is permitted to 1.5 MVA case by case only, and primary metering is required above 1.5 MVA.

Ask the utility this, before you sell it

  1. Is this address on a secondary area network? Interconnection to a LIPA secondary area network is not permitted at all, at any size.
  2. Is the service on a primary lateral longer than 1,000 feet that also serves other customers? That sends the job straight to the coordinated review regardless of size, and no site survey would flag it.
  3. What is the feeder penetration ratio and the reclosing delay? Above 50 percent penetration on a feeder whose reclosing delay is under 2.5 seconds, direct transfer trip is required at the applicant’s expense, which is a large cost.
  4. What is the current Customer Benefit Contribution charge for this rate class and technology? The charge is mandatory for any system substantially interconnected on or after 1 January 2022, and the rate lives in an annually reissued statement rather than in the tariff.

Worth knowing before you quote

This is the most explicit published timeline in the group, all in business days: completeness 10, expedited determination 10, preliminary screening analysis 15, supplemental analysis 20, metering changes 10, witness test scheduling 10, post test 5, with applicant windows of 10 to elect, 15 to sign and 30 to cure. The external disconnect requirement has a trap: it applies above 25 kW, but also at any size to a system capable of operating when isolated from a synchronous source, which reaches a 10 kW residential solar and battery job with a grid forming inverter. It must sit within 10 feet of the metering point or service entrance, lock open with a 3 slash 8 inch shank padlock, and be labeled in permanent letters of 3 slash 8 inch or larger. Resources operate at unity power factor unless specified, and PSEG Long Island may require a control mode change at any time, implemented by the owner at their expense within 30 days. Re entry after a trip is delayed 300 seconds and automatic re entry may be prohibited entirely.
