The screens that decide it

• Program cap of one tenth of one percent of system peak, utilization unpublished

  Service is first come first served until cumulative customer generator capacity totals no more than one tenth of one percent of the previous year’s system peak load. That is a fiftieth of the cumulative cap at City Utilities of Springfield and the tightest found in this research. Independence publishes no running tally or queue position, so availability must be confirmed before a customer signs anything.

• Within the 100 kW ceiling, above which there is no published pathway Limit 100 kW.

  Schedule NM-1 is a net metering rider rather than a general interconnection tariff, and nothing above 100 kW is addressed in it. Treat interconnection above 100 kW at Independence as not published rather than as permitted.

Ask the utility this, before you sell it

1. How much of the one tenth of one percent program cap remains? Nothing is published and the cap is small enough that it may already be closed.
2. Request the not to exceed cost statement for interconnection. The schedule expressly requires the utility to provide one on request, and it is the only way to bound the at cost exposure before quoting.
3. What are the current avoided cost rates? The published 2.51 cents on peak and 2.64 cents off peak are from the sheet effective 1 May 2018 and are recalculated every April by a published formula.

Worth knowing before you quote

This is not a one for one retail credit, despite what secondary sources report. Within a billing period netting is one for one, but any monthly surplus is bought at the average avoided power supply energy cost, published at 2.51 cents per kWh from May through September and 2.64 cents from October through April, itemized on the current month’s bill with no banking, no carryover and no annual true up. Note that off peak pays more than on peak, which is unusual and worth verifying against a current posting. Minimum bill charges and demand charges still apply in any month the customer is a net exporter. The published clocks are in calendar days: approval or denial within 90 days for every size, interconnection within 15 days of a complete application where service already exists, and 15 days for an ownership transfer with no changes. No fifteen percent screen and no minimum load test are published. Interconnection costs are limited to costs that would not have been incurred in serving the customer purely as a consumer, which is a real limit worth invoking.
