Permission to operate is the last gate before a system can produce, and it depends on steps across two of a project’s three tracks: the permit inspection has to pass before the utility will schedule meter work, and meter work has to finish before PTO is issued. GridProjeX tracks that dependency directly instead of leaving a coordinator to remember it.

PTO is gated on inspection, automaticallyThe utility track cannot reach a meter-work or PTO stage until the permit track’s inspection-passed milestone is recorded. A coordinator cannot request meter work early because they forgot the sequence — the workflow will not allow it.
Every status change is dated and sourcedSubmitted, under review, correction required, approved, meter set, PTO granted — each transition records who or what reported it (a person, a portal read, or a linked CRM) and when, building the same responsibility trail the utility track keeps for every stage.
Unmapped utility wording never gets guessedThe instant a utility or county changes the wording on their portal, GridProjeX flags it as unmapped rather than silently advancing the project on a guess. A person accepts the mapping once, and it is remembered for every project after.

Clocks and breach alertsA meter-work or PTO stage can carry an SLA clock. If a utility is expected to act within a stated window and does not, the breach shows in the review queue rather than being discovered when the homeowner calls.
