The screens that decide it

  The license agreement limits the facility to a generating capacity of not more than 25 kW aggregated at the service interconnection point, under city ordinance. The basis is not stated, so confirm it in writing for anything near the line.

Ask the utility this, before you sell it

1. Is the 25 kW limit measured on the inverter AC rating or the array DC rating? Nothing in the standards, the agreement or the application says.
2. What is the application fee? The form says a non refundable fee is due as shown on the Provo City consolidated fee schedule, and the amount lives in that schedule rather than in the interconnection documents.
3. Is the published export credit still 6.742 cents per kWh? The rate summary is captioned 2024 but the rates in it were set in 2017 and are stated to be subject to change.
4. How long will review, inspection and meter set take? No timeline of any kind is published; the program page says only that the process takes several months.

Worth knowing before you quote

A new Provo customer does not get a one for one credit. Customers on or before 4 October 2016 are credited at the same rate as power used, up to 12.09 cents per kWh. Customers on or after 5 October 2016 are credited at 6.742 cents per kWh, roughly 56 percent of the top retail block, and any remaining credits are wiped to zero at the end of February each year with no exceptions. The customer service charge of $17.19 per connection is unchanged either way. Three requirements drive cost and are easy to miss. Provo requires an additional production meter base adjacent to the utility meter base and knife disconnect, at customer expense, purely to gather research data; Provo provides the meter but the base is on the customer. A visible break safety disconnect in a lockable metal enclosure is required at every size with no exemption. And Provo takes the renewable attributes outright, including all credits, certificates, benefits, environmental attributes, emissions reductions, offsets and allowances, so do not sell renewable energy credits into a Provo deal. The agreement terminates automatically on any change of ownership of the utility account holder, and the new owner must reapply at the new customer export rate, which is a real disclosure at the sale of a home. No insurance, no consumption cap, no aggregate cap and no screens of any kind are published; the only gate is a discretionary determination that the interconnection will not interfere with the circuit or employee and customer safety. Power output control must initiate a disconnect within three cycles on any reverse power flow condition. All system modification costs must be paid in full before connection, and Provo warns that incomplete diagrams are one of the largest sources of delay.
