Omaha Public Power District customer owned generation

How the size is measured

the aggregate system AC nameplate capacity per premises, as determined by Omaha Public Power District during the application. The rate rider states this explicitly. Note that the interconnection manual’s own 100 kW equipment thresholds are stated bare and never qualified as AC, DC or kVA; the AC basis comes from the rate document.

Size bands and what each one obliges

Inverter based, 100 kW or less Size 0 to 100 kW

No application fee, no study deposit and no liability insurance are published at any size. Net metering is available at or below 100 kW AC aggregate. Approval to construct typically takes about four weeks at 25 kW or less and about eight weeks above it.

  • External disconnect on the owner side of the point of interconnection, at customer expense, lockable by the district
  • Customer furnishes meter sockets, cabinets and conduit at own expense
Above 100 kW Size 100.001 to 20000 kW

Ground fault detection is added, and reverse power tripping if the system is non exporting or set to limit export. Net metering no longer applies. Telemetry is required for any aggregate generation capable of exporting more than 1 MW.

  • Ground fault detection
  • Reverse power tripping where non exporting or export limited
  • Telemetry above 1 MW of export capability

The screens that decide it

Ask the utility this, before you sell it

  1. The interconnection manual’s 100 kW equipment thresholds are stated without saying AC, DC or kVA. Confirm which applies to this design.
  2. What study will be required and what will it cost? The district may conduct studies at owner expense and names ten reimbursable expense categories, all at cost, with no published deposit or schedule.
  3. Which interconnection costs are exempt? The manual notes that net metering systems qualifying under Nebraska Revised Statutes section 70-1012 may be exempt from some of them.
  4. Is there circuit headroom at this address? No fifteen percent screen and no minimum load test are published, and there is no publicly checkable criterion at all.

Worth knowing before you quote

No insurance is required, confirmed across the full manual. No percentage of consumption, service rating or transformer cap is published. Net metering is open but is not paid at the retail rate: net excess generation is credited at 4.00 cents per kWh from 1 June to 30 September and 3.52 cents the rest of the year, with the balance paid out at the end of the calendar year. The alternative Rider 355 pays the same rates plus a $4.00 per meter monthly service charge. Network secondary interconnection is not allowed at all. The revenue meter may not serve as the disconnect. A customer on the Level Payment Plan is removed from it, because level pay is not available with net metering. The solar contractor generally works through the process on the customer’s behalf.
