How the size is measured

the AC nameplate capacity in kW, which is the basis Rule 14 uses for the metering and three phase triggers. Note that the application fee is tiered on the kVA size of the proposed system instead, so a design near a boundary has to be checked on both numbers.

Size bands and what each one obliges

Up to 20 kVA Size 0 to 20 kW

The application fee is $50. Below 20 kW AC no dedicated generation meter is required and the system need not be on three phase service. No insurance requirement is published at any size.

The application fee is $250. At 20 kW AC and above the job changes shape twice: three phase connection is required unless specifically exempted, and a dedicated generation meter must be installed, owned and maintained by the customer, with the utility supplying the current transformer cabinet, revenue grade meter and socket at customer cost.

101 kVA to 16 MVA Size 100.001 to 16000 kW

The application fee is $520. Above 100 kW the Board of Water and Light performs an interconnection study, at cost under a study agreement, with no published pass or fail threshold. Systems over 8 MW may be required to connect to the three phase transmission system through a dedicated substation.

The screens that decide it

Ask the utility this, before you sell it

  1. Where will the utility require the disconnect switch? The Board of Water and Light designates the location itself, as a crew safety requirement, and it must be outside the building.
  2. What is the early interconnection fee? A customer who energizes before notifying the utility is subject to one, set in the schedule of fees, and that schedule is published only as an image with no readable text.
  3. Is there circuit headroom here? No fifteen percent screen and no minimum load test are published; the only published trigger is the 100 kW study threshold, with no stated criterion.
  4. How long will review take? No approval or permission to operate timeline is published at all.

Worth knowing before you quote

This is not net metering in the one for one sense. The published outflow credit is $0.075 per kWh, itemized as 5.0 cents of energy, 1.2 cents of capacity and 1.3 cents for the renewable energy credit. Where a rate schedule does not specify, the utility pays a rate it determines itself, and it reserves the right to deny participation to a customer with a delinquent account. The rebate is small and capped at $500 per kW to a maximum of $2,000, which is four kilowatts. No maximum system size is published for either interconnection or the credit. The project developer must give at least ten business days written notice before the project is ready for inspection and testing, and the commissioning test must be witnessed by the system integrity engineer before the contract for parallel operation issues. The fee tiers label 101 kVA to 16 MVA as non outflow and above 16 MVA as outflow, which leaves a mid sized exporting project with no clearly named tier.
